However, in 1999, a string of child abandonment cases garnered national attention. Thirteen babies were abandoned in Texas in the first ten months of 1999, prompting the state to enact the first save haven law in the country, encouraging mothers to take an unwanted child to an approved facility rather than just left on a corner or in a dumpster.
